Docker image cannot be built on Apple Mac M1/M2 #7

The datascience-notebook base image from Jupyter Docker-Stacks does not run on Apple M1 computers, seemingly because of Julia. In theory this is fixed, but may depend on the Docker desktop version and version tag of the base image being used. This repo currently does not build on M1.
