Add a layperson language definition for DUO terms #19

Discussed at GA4GH meeting with Tiffany Boughtwood and Susan Wallace. There is a desire to have a layperson plain language definition for DUO terms. Driver projects could inform this text (eg Tiffany has some text she uses for Australian Genomics) but we should as a central product have one plain language definition per DUO term that are distributed (with option for DPs to raise issues should the plain language not work for them)
