Label change: data use limitation

The DUO group should decide which label is preferred amongst data use limitation, data use categories, data use permission. Others are to be added as alternative terms.

Example of Github refers to their terms as permissions, limitations or conditions

• permission: you can do this
• limitation: you can't do that
• condition: you can do something under some condition

Vivian agrees. At NIH they are called modifiers.
