There were offline concerns that GRU-CC is not equivalent to GRU + CC, based on the fact that GRU is for all research and that the GRU component of GRU-CC is only for health/medical/biomedical purposes and other biological research, including the study of population origins or ancestry. Definitions copied below for reference.
This doesn't impact the proposed change, as this proposal is about deprecating GRU-CC, and users can choose when applicable to use GRU + CC instead.

GRU-CC moved to obsolete, as it is now replicable by GRU (0000042) + CC (0000043).
As per the comment above, https://github.com/EBISPOT/DUO/issues/45#issuecomment-587440619, whether the Consent code GRU-CC is equivalent to DUO GRU + DUO CC does not impact the proposed change. GRU-CC has been deprecated, future users can evaluate whether DUO GRU with or without DUO CC is suitable for their needs. If not, they are invited to create a new ticket.
We propose to deprecate the term general research use and clinical care.
As the consent codes primary and secondary categories were deprecated in the previous release, the limitation on using only one primary category doesn't apply anymore. Consequently, we propose this term be split into 'general research use' (already in DUO) and 'clinical care' (to be created) - when applicable both can be selected.
