Nicky mentions that in their case if something is not stated then it is forbidden. For example, if the dataset doesn't explicitly say 'commercial use allowed' then commercial use is prohibited. This goes with Adrian's point about the starting predicate and whether if something is not stated then it is allowed. We need to be careful as to what the definitions say.
