When an ontology is forced, it should take preference over skip #505

Currently when an ontology has SKIP status in Mongo, it cannot be forced. I.e., when an ontology is forced and it finds that the ontology is in SKIP status, it will not process the ontology. This needs to change that when an ontology is forced, it should override the SKIP status.

Nope! Seems like I am wrong! Force does indeed override skip. These are the moments in which I am particularly happy to be wrong!
