Make all YAML config configurable from OWL #529

Some of the YAML config options can also be configured with properties in the OWL/RDF, see: https://github.com/EBISPOT/OLS/blob/5bbc93adea1e915ca03c92816917ce0a1ca52e88/ontology-tools/src/main/java/uk/ac/ebi/spot/ols/config/OntologyDefaults.java

However this does not include all config options, such as the hierarchical properties (#502)
