Write paper on EFO3 slim/profile for Open Targets #608

Following up on our EFO planning meeting 7/11/2019. We're opening a placeholder ticket to record our plan to write an article on the EFO3 slim/profile we created for Open Targets. This could be submitted as an abstract to Biocuration 2020 (deadline 24/1/2020), or elsewhere.
