Create the project structure #15

Actions to be taken:

  1. Create the scripts for release versioning
  2. Create text file to contain the differences or updates to the releases
  3. Write the documentations for running the release process
  4. The project should contain three major modules : a. the ejprd_metadata_model_publisher b. the ejprd_metadata_model_validator c. the ejprd_metadata_model_graphical visualiser
    1. A website for the ejprd_metadata_model descriptions
