EFO functionality in depocuration #794

On the EFO page in depocuration https://www.ebi.ac.uk/gwas/depo-curation/efo-traits

Need to be able to search by EFO_ID eg. EFO_0001060

Also adding EFO feature needs to fail and provide error message if EFO label or EFO short term or EFO URI match one already existing, regardless of case sensitivity.

@ala-ebi I think this issue of matching on EFO shortform or label is already being worked on, is there a ticket for that?
