Set bug report template which can guide user to provide more precise error message #93

As a developer, I want to gather more accurate error information that does not display directly on the live page to assist users with debugging. A bug report template can help guide unfamiliar users through the process of finding error messages and pasting them here.

As well as the gwas-sumstat-tools repo
