Update "-" to NR in RAF field #347

There is some missing data in the "Risk allele frequency" field in the search UI. Curators should enter "NR" when data is missing from a paper, but in some older studies this has not been done and so the data is presented in the db as "-". This causes issues for sorting in the new UI.

All instances of missing data in the "Risk allele frequency" field should be updated in the database to contain "NR".

Note, no further instances of the curation error should occur since the deposition app automatically adds NR for missing data upon import.

Verified data looks good for several variants with and without RAF.
