Fix LD Plot #377

LD Plot loading forever

issues was that GWAS REST's restTemplate was not following OLS's redirects, and returned a 301 error.

Worked around it by changing properties to point to ols4 instead of ols

From Ala: /ols4 works with no issues so we can keep that
