Flip load balancer back to HL as primary #219

Standard EBI practice has HL as primary and HX as failover. Our app was not working due to issues connecting to globus from HL. While we fix this (gwas-sumstats-service#232), we are redirecting traffic to HX for anything under gwas/deposition (as per this SNOW ticket RITM0014412). When the fix is in place, we need to switch back to HL as primary.
