Add additional HANCESTRO classification for reference populations #54

In addition to adding the 3-letter codes for reference populations to HANCESTRO, create separate classes for all HapMap and 1000 Genomes populations, under a separate parent class of "reference population". Link reference populations to their HANCESTRO ancestry groups via part_of or partially_overlaps_with.
