Update code to use OLS4 and Ensembl 110 #390

Closes #389

OLS4 seems relatively stable and backwards compatible now, with the exception of the search endpoint which isn't used in this codebase.

Also updates tests for Ensembl 110 which was released in July.

@tcezard There's actually already this constant which is probably for exactly this purpose... I can do this now and later we can refactor to centralise important constants.
