Automate release to Bioconda

One way to do this is to have a Github Action which would:

• Update the meta.yaml file, including version number and if necessary any new dependencies
• Create the pull request to bioconda-recipes, perhaps using this

[apriltuesday]

This is actually already automated on the bioconda side, so not needed here.
