Change how Stripe secrets are passed to docker-compose in GitHub Actions #113

I'm trying some experiments to debug this CI issue. I'll have to do this a few times, and may abandon. Apologies for the noise.

I'm able to get the secrets to pass into the workflow when I do it on my own fork of this repo; so I'm not sure why it refuses to do it on this repo. I wonder if it's somehow related to this repo being a "Public Template"? I need to explore it further.

I'm going to merge this, because I know it works (see https://github.com/humphd/donatemask/actions/runs/2372367518), and I'll do more work on top in follow-ups.
