Current state: Able to run watcher in a VM with multiple gateway instances and successfully made end to end connection

Target state:

Should be able to run watcher in multiple VM's
Server agent should make super connection to all gateway instances
Client will pick one gateway and will establish connection to server agents

please explain the use case. the watcher is per vm basis. @ramaraosrikakulapu
