What is the current behavior?

The cl/token/validate was missing in the specification of APIGWcl.

What is the new behavior?

cl/token/validate is implemented according to the SEAL specs

Does this introduce a breaking change?

cl/token/validate specification is going to change... So, closing this merge PR without merging.
