Is it necessary to sign the requests to RM?

Sorry for the delay.

Not sure about what you mean. The RM will receive requests from a SP Module (a redirection with a msToken, which will be signed), and the SP module will receive request from a SP, in OIDC or in SAML. In SAML, authnRequests must be signed, yes.
