update forecast regions loader #315

This PR adds the public-forecast-zones-hybrid and marine-forecast-zones-hybrid collections to the msc-pygeoapi configuration and updates the forecast regions loader.

Improvements include:

Added the ability to download the latest meteocode geodata directly from MSC DataMart to the MSC_PYGEOAPI_CACHEDIR when no file/directory is specified.
Changed to serving the MarStdZone and PubStdZone forecast region products following a discussion with the data steward.
