Reference Device API from other repo #19

I do not have this repository configured to run IronPython, so I cannot test these changes. But if you build the C# code using the solution in the Automation_System repository (in debug mode.) and run your tests, you should be able to confirm if this runs properly.

Can someone on Decision Making verify this works, and let me know? If so, you can merge it, otherwise, let me know so I can iterate on this.
