PHP7.4 - Merge to Server #80

in server:

switch to dev, pull server, push origin

in dev:

clone dev (reset git)
git add all inc/lib changes
git add change to everything else that's not temp
push to origin

in server:

pull from dev, merge into server, reset permissions where needed
Switch to 7.4
fix php.ini
remove php7.2-fpm
