Complete Create Election process (D..)

• Implement Add New button for Candidate configuration and for supporting document configuration sections and disabled those.
• Give an option to add vote based percentage and preference based percentage, this should be appeared only when user clicks on " Vote & Preferential Based " radio button on Calculation Type field.
• If user clicks on Security Deposit radio button on the Security Deposit field, field should be appears to add Security Deposit amount.
• Add Eligibility button should be disabled.
