Initial project framework

Adds the following:

• [x] pytest, with flake8 checks
• [x] mypy (type checking)
• [x] a .gitignore file
• [x] The basic structure for the project
• [x] A conda environment for osx, and one for ubuntu
• [x] A Dockerfile
• [x] Continuous integration (Travis access has been requested)

Tests can be run by running (in the environment):

pytest; mypy src
