Adding the locations file for forecast calibration test, and deleting unused code #118

Description

Running forecast_calibration_tests.py has an unnecessary extra step of downloading the locations file from CAMS. Doing regression testing I had to download so made a quick PR to include this
At the same time deleting unused test code from earlier in the project
