so that I can getter better AQI and pollution averages for a city. I want to be able to see that these values are there and I want to have the choice of whether to filter them out or not.
Acceptance Criteria
The common high values have been researched and a wiki page created to describe the values we see and any information we've been able to determine (we could contact OpenAQ and ask them about it)
A filter / toggle exists on the city view allowing the common high values to be removed from the graphs (default is that they are filtered out)
A filter / toggle exists on the summary page such that the difference is calculation with or without the values (default is that they are filtered out)
