Description

In a previous ticket, a test was written to test the api code we have.

The API part of the codebase uses a different conda env to the ETL part.

The goal is to get the PR build to run and have necessary tests run.

Acceptance Criteria

Unit test for API is uncommented and run in a PR build
The build passes
Tests only run when required e.g. API changes mean API tests run

Test Checklist:
