As a developer I have investigated docker for the CAMs ETL pipeline so that we can decide whether to use or not #58

This ticket covers investigating the use of Docker, specifically for the CAMs ETL pipeline.

There are one of two successful outcomes:

Docker has been investigated and we don't want to use it
Docker has been investigated and initial local setup is complete
- A docker container has been created that includes a cron job at relevant times
- All required docker files are checked into git
- Configuration and relevant setup is understood
- We have relevant setup instructions to run locally
- We have instructions for how to trigger the job locally if we have the docker container running
- This does NOT include any deployment to the linux machine.

If we go with Docker testing effort should cover a general regression that the ETL still functions.
