Deployment for Insitu etl script #90

Add Dockerfiles for the etl-insitu processes, including adding a cron file for scheduling of the etl-insitu process.

Add two docker compose files, one for running the scripts locally and the other for downloading the images from the github container registry.

Update the deploy workflow to use the deployment docker compose file.
