Missing PICMI Features in WarpX

@aeriforme just started a list of missing WarpX PICMI features we need for a couple of cases:

I believe PEC boundary conditions can already be specified, but it is called "dirichlet" in picmi. Certainly worth adding "pec" to the dictionary though.
