Update to heFFTe 2.3 with SYCL support

• Update heFFTe minimum to 2.3 to support SYCL (incompatible with earlier versions due to parameter change)
• Update Kokkos to 3.7 to extract SYCL queue
• Store an execution space to pass persistent Kokkos SYCL queue to heffte. Convert device type to memory space template at the same time (matches the design from #585)
