UI messed up and Gathering Exception when games starts

NOTE: THe UI is pixeleated and colors are off, barely anything is visible. 
Gathering exception error upon start of game.

What did the Exception Report say (if this was on Windows)? Gathering exception 
error

What steps will reproduce the problem? If this happened in a command line
program, GIVE US THE COMMAND LINE ARGUMENTS YOU USED!
1.installed halo ce updated to 1.10
2.installed OS (like a dummy didn't see the 1.9 update)
3.uninstalled both and reinstalled to update 1.9
4.uninstalled and reinstalled only halo ce

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

UI is messed up on 1.09 and 1.10 even with OS uninstalled on Windows 8. It 
seems to have modified something separate from the program which is causing my 
computer to not correctly boot Halo CE.

Please provide any additional information below. E.g. PC specs
Toshiba Satellite P75-A
Intel(R) Core(TM) i7-4700MQ CPU @ 2.4 GHz
8 GB RAM
64 bit OS/ x64 based processor

What happens when you only install the game (without also installing OS after)? 
Do you encounter this same problem with the stock 1.09/10? If it's something 
that happens with the game itself (possibly due to an unofficial ui.map) we 
can't support the problem
