Orbis stations get a blank station.type in the docking perm granted event #100

This leads to the landing pad script not firing.

Steps to repro: Get docking permission from an orbis station.

Expected: landing pad script fires

Observed: no landing pad script

Remarks: Modding the script to state the station.type reveals that it is blank for orbis stations.
