Support automatic redirection for moved projects for more than just GitHub.com #116

When you specify a new project URL it will automatically redirect you to 
GitHub, but show you an intersitular for everything else. (e.g. 
https://code.google.com/hosting/moved?project=ostinato)

Google does this to prevent spam/abuse, but there should be a way to get 
whitelisted after contacting google-code-shutdown@google.com.
