do we need a level for "ALERT" #23

it would be lower importance than "warn", so it goes info - burps back some dataset content alert - things you might want to fix (or examine in the context of this dataset) warn - things you should fix error - things you must fix

Gastil wants to color it peach, or cyan

Alert would be to get the attention of a submitter the way INFO does not. eg. use it on coverage header row duplicate entity check (if one exists)
