NEON updates #101

updating NEON mapping functions and adding ecocomDP::explore_data_app function to run shiny app locally.

@clnsmth I still have some minor tweaks I want to make to the shiny app -- including making a better "help" tab, but figured we might as well merge in the updates at this point.
