  1. description
    1. domain it covers
    2. format it uses
    3. what it doesn't cover, caveats, gotchas
  2. instructions for how to navigate
  3. examples

@mobb, I've initialized a list at /documentation/instructions/measurement_vocabularies.md, and it's ready for content.
