develop a way to include the dataset_summary in metadata, for discovery #37

The one line table "dataset_summary" contains info that could be metadata. If it were, it could be used in discovery/evaluation. Come up with a scheme to include it as metadata.

Information contained in the dataset_summary table is reported, along with data package identifiers, by `view_all_ecocomDP'.
