create a doc for regularly collected metrics #60

for now, this issue is notes.

  1. how many taxa in datasets do not have any taxonomic auth associated with them?
  2. how many taxon auths are represented?

How about a couple new directories for this info (e.g. /metrics/scripts and /metrics/reports at the repo level) @mobb?
