Update make_eml() to EML 2.0.0 #67

The make_eml() function currently runs on EML 1.0.3. The underlying code needs to be updated to EML 2.0.0.

This work has moved to branch fix_67.

This issue has been fixed and merged into the master branch (see 3d4f7bc3867c7a88230dfa65a09c9975a009ef38).
