GBIF questions - revised datasets, eventID or occurrenceID #97

we expect to have revised datasets. how does observation replacement work? the specs say that these 2 IDs "May be a global unique identifier or an identifier specific to the data set." when does that choice matter? If an entire dataset is replaced, what ID does GBIF use for the dataset?
