Private collections showing when click on public icon (when logged in)

🐛 Describe the Bug

@yuliujpl when I'm logged into LabCAS and I click on the public icon on the left menu bar (https://edrn-labcas.jpl.nasa.gov/labcas-ui/p/index.html). Some of the private collections are showing in the list. I think the security is OK, because when I logout and try to see them I can't. I think it's just the public list is incorrect.

In EDRN LabCAS, here are a few collections that are private that show on the public list when I'm logged in:

Barrett's_Esophagus_Methylation_Profile_Dataset BBD_Pathology_Slide_Images Combined_Imaging_and_Blood_Biomarkers_for_Breast_Cancer_Diagnosis DCIS_Pathology_Slide_Images Duke_University_Breast_Data

@yuliujpl On dev this looks incorrect.

When I'm not logged in 2 collections show. The PCA Pilot and the VUMC Lung Adenocarcinoma CyTOF data collections.

When I log in and click on the public icon on the left. A lot of collections show, but not the PCA Pilot or the VUMC Lung collections.
