Updates for pilot 2021.06 #109

This pulls in the latest changes for the bootstrap script, uses a new snapshot, changes the snapshot URL to our S3 bucket, and bumps the versions of Python and our pilot (2021.06).

Looks like the Prefix container that we use for our Github Action hasn't been updated in a while... https://hub.docker.com/r/awesomebytes/gentoo_prefix_boostrapped

Should be okay now, except that it fails because there is no 2021.06 set yet (see https://github.com/EESSI/gentoo-overlay/pull/40).

The 2021.06 set has been merged, so I've rerun the tests, and they have passed.
