update archspec to 0.1.3 (zen3 support) #123

There's a new release of archspec, the first one which knows about zen3, so we should update to it...

@bedroge fixed with https://github.com/EESSI/gentoo-overlay/pull/55 (or maybe only close when we have this in the 2021.12 set?)

closing since https://github.com/EESSI/gentoo-overlay/pull/55 is merged, archspec/0.1.3 is being included into the 2021.12 pilot (see https://github.com/EESSI/gentoo-overlay/pull/56)
