Add 2021.12 set definition #56

Closes #54, closes #51.

Still WIP, because I want to bump some more versions.

@boegel Ah, yes, sure, forgot about that one. Added it to the set, and to package.accept_keywords, so we can also (try to) install it on aarch64 and ppc64le.
