Add Repoman action #61

Closes #46.

It will start complaining about several things, but I should already have fixes for all of them :-)

Running 'repoman full -dx' from /github/workspace

RepoMan scours the neighborhood...
RepoMan sez: "If everyone were like you, I'd be out of business!"

Note that I've removed rdma-core from our overlay, as we can use the one from the gentoo overlay now (version 36.0 and newer): https://github.com/gentoo/gentoo/tree/master/sys-cluster/rdma-core
