Europeana favicon broken #40

The favicon delivered via the getRegisteredPartners-call for Europeana is not available. http://styleguide.europeana.eu/v/0.2.9/images/favicons/favicon-32x32.png?ver=alpha leads to a 404

I have fixed this and on DEV and STABLE server the config is also changed.
