Allow disabling the openwireless.org SSID bandwidth limit #241

For some ISPs like Sonic.net, there's no point in specifying an overall cap because the customer has no limit. The GUI lets you set the limit to zero, but it's ambiguous whether this disables the limit or disables openwireless.org traffic.

:+1: Does max 0 = unlimited? Maybe should be a checkbox to en/disable that limit.

great usability catch! it could look like this:

Cap guest limit? Yes/No (drop down or similar toggle) [If Yes is selected, cap field becomes visible If No is selected, cap field is not visible.]
